Before you jump me with "bui da gaem u fakin thif!!!1!", I did buy the game for PS4 (which cost me 4x more than it would on Steam, so I'm not keen on spending any more money), but as far as I know, there's no way to mod a PS4 game.
Allowing manual downloads from the Steam Workshop would allow people who don't own the game to manually download and place map and mod files in a process that's not much different from downloading mods/maps from other places, while people who bought the game are still the only ones that get the Subscribe button in the Steam Workshop. Run the game while Steam is running, and open the Mods menu from the main menu. You should see a "Browse Steam Workshop" button on top of the second list. The Steam overlay will open and show the Workshop. Browse items in the workshop, and when you see a mod that you like, click on the "Subscribe" button. However the dedicated server would be on my secondary computer. 2nd pc doesn't have a very large ssd, but should be plenty for the server and the mods. However, I can't figure out how to download and install the mods. While the SteamCMD can download mods, it won't do anything larger than ~1gb before timing out.
